Dear Mr. Martin:

Representative Backer is in receipt of your E-mail regarding the above bill. She wanted to share the following information with you:

When she first introduced this bill, it concerned ONLY confidentiality in communicating with deaf clients, i.e., interpreters, using TDD. The bill was passed in the House only dealing with this subject.

Once it was in the Senate, there was a Senate Committee Substitute offerred and a few amendments from the Senate Floor.

We believe the part you are referring to was offered by Senator John Schneider. Senator Joe Moseley also offered an amendment, but Senator Moseley no longer serves in the Senate. However, Senator Schneider is still a senator.

We are recommending that you contact Senator Schneider's office for the information you are seeking.

Senator Schneider's phone number is (573) 751-4106. His mailing address would be Missouri Senate, Capitol Building, Senator Post Office, Jefferson City, MO 65101. We're not aware as to whether he has E-mail or not.

If you can access into the Internet, please take a look at the original house bill Rep. Backer introduced as you will see it had nothing to do with the law enforcement techniques, etc.

Thank you.

Carol Wolfmeier

Legislative Assistant to Rep. Gracia Backer
