This is a request under the Freedom of Information Act, 5 USC § 552, or regulations thereunder.  This is my firm promise to pay fees and costs for locating and duplicating the records requested below, ultimately determined in accordance with 26 CFR § 601.702(f).  I am waiving personal inspection of the requested records.

Background for this request:   Backup withholding, when no TIN has been supplied.

Please send me the following:

1. Copies of any and all documents maintained indicating the account(s) and/or account numbers that all moneys which are collected and withheld are credited to, when no Taxpayer Identifying Number ("TIN") has been supplied.

2. Copies of any and all assessment records and/or certificates of assessment for amounts withheld when no TIN was supplied, for the year 1999, for the Western Region.

3. Copies of the documents indicating the disposition of money which was Backup Withheld when no TIN was supplied for the year 1999.

4. Copies of the documents indicating under which tax class "Backup Withholding" is categorized.

5. Copies of all Revenue Accounting Control System computer transcripts indicating the amounts collected under "Backup Withholding" for the year 1999.
